New Brampton hospital supervisor

Just two months after opening the Brampton Civic Hospital, Ontario's health minister appointed a supervisor Monday to address problems at the facility, considered to be the province's first public-private hospital.

In announcing Ken White's appointment as administrator, George Smitherman acknowledged that it has been plagued by complaints since opening in October.

Many of the complaints revolved around shortages of beds and staff, as well as long wait times for emergency and other medical care. The NDP called for a public inquiry last month into the death of Harnek Sidhu, who, according to his family, waited 12 hours to be assigned a bed at the hospital.

The hospital and the province have maintained that the long wait times played no role in Sidhu's death, arguing that his case is being used by political groups to criticize the hospital's public-private partnership.

White, the former chief executive of the Trillium Health Care community hospital in Mississauga and Toronto, has been helping the province work out the kinks of running the new public-private partnership in Brampton. He told reporters that he is getting up to speed on the recent problems.

"I had my last meeting here in October, so I really am not up to date on these latest events," White said Monday.

White said he plans to use his new position to increase communication with the community, and he expects to have some concrete solutions in two to three months. Smitherman stressed that White will have the authority to make changes at the hospital.

But some concerned residents, like Prabhjeet Singh Garewal, said those changes may not be enough.

Garewal, who publishes the South Asian Free Press, said while the appointment of a supervisor is a positive step, he warned it may take more than information for community members to be confident in the new hospital.

"People are going to different hospitals," he said. "My own son had a problem - and I'm not just exaggerating this, the records are there - he was taken to Etobicoke General."

The Brampton Civic Hospital is Ontario's first "public-private partnership," or P3 hospital. It was built for $500 million by a private consortium called The Healthcare Infrastructure Company of Canada, which holds a 25-year contract to run parking, food services, portering, security, cleaning and other services.

Protesters and concerned residents held a rally days after Sidhu's death came to light. Now, they are circulating a petition calling on the province to reopen Peel Memorial Hospital, which closed when the Brampton Civic Hospital opened. The Peel hospital is not scheduled to relaunch until 2009 or 2010.
